SUMMARY:

Access to leisure is recognized in the Federal Constitution of 1988 as a social right. However, there is no clear obligation of the Union regarding the implementation of leisure public policies. What we have are indications of competencies of the Union, States, and Municipalities in relation to sports as leisure. Regarding this discussion, it is the municipalities that implement public leisure equipment. This research aims to evaluate the implementation of leisure public policies in a small-sized municipality in Paraíba through (1) the analysis of the assumptions of leisure public policies in the municipality of Tenório-PB; (2) the mapping of the actions of the Secretariat of Culture, Sports and Leisure for the implementation of public policies; and (3) the description of public leisure equipment in the municipality of Tenório-PB. For the data survey, we will conduct a literature review and interviews with managers and technicians about the leisure actions executed in the municipality. The data analysis will be based on the model by Sônia Draibe (2001), called Anatomy of the General Implementation Process. It is important to seek to understand how the implementation of leisure policies in the municipality develops, for they can influence the ways in which subjects use the city space and how these spaces are transformed.
