SUMMARY:

Public policy studies produce research that seeks to analyze each of the cycles - the formulation, implementation and evaluation - in order to describe, and try to explain, how the processes occur, what are the key actors, what external and internal factors affect decision making. One of the policy analysis models focuses on the political-administrative processes for defining the governmental agenda, a theoretical option dedicated to tracking the levels of attention that governments pay to certain issues over a period of time. From this approach, this research proposes to verify if it is possible and in what way the model of multiple flows of Kingdon can be applied in the Brazilian municipal scope, inserting the institutional dimension as an analysis category. Furthermore, based on this model, but with an emphasis on field research, seek to describe and understand that internal and external factors drive the insertion of a public problem in the government policy agenda for public health at the local level, highlighting how the actors interact and how ideas, resources and beliefs influence processes. The work will be developed through a qualitative approach, with the search and analysis of secondary and primary data, produced through semi-structured interviews and forms.
