SUMMARY:

The neoliberal project has risen in Latin America since the mid-1970s and until the present historical moment of the Brazilian State, it had its peak in the Governments of Fernando Henrique Cardoso (1995-2002) and, even though it was not completely abandoned in the Party Governments dos Trabalhadores (PT), from 2003 to 2016, returns to express itself more openly in the Government of Michel Temer (2016-2018), sealing with a conservative character under the presidency of Jair Bolsonaro (2019-). This thesis has as its central debate the deepening of neoliberalism in the Brazilian State, focusing on the dismantling of public policies, fundamentally the dismantling of labor relations initiated by the Temer Government and deepened with the Bolsonaro Government, under the focus of the fatal blow to social security and the long-term consequences for the working class. It is in this sense that this study starts from the hypothesis that, currently, under the current configuration of the stereo capital accumulation needs, there is an intense restriction and dismantling of public policies - fundamentally those related to the costs of reproduction of the workforce and survival inactive workers. The gradual withdrawal of workers' rights in line with conservatism in politics becomes the current instrument of capitalist domination. Alongside this hypothesis, we raise the following research problem: how, in the current phase of capitalism, under the hegemony of financial capital, the State and the bourgeoisies act together as a way of maintaining the process of capitalist accumulation? Under the theme, we discussed how the labor and social security reforms - which demonstrate this dismantling of public policies - of the Temer and Bolsonaro governments are products of a new worldwide wave of advancement by the imperialist bourgeoisie, led by the banking fraction. As a general objective, this thesis consists of presenting an analysis of the conjuncture from the 2016 institutional coup and the re-rise of the orthodox neoliberal ideology with the Temer and Bolsonaro governments from an analysis of public policy reforms, in the center, those that reach directly the working class, labor and pension reforms. From a dialectical historical materialist perspective, looking at the capitalist mode of production in a broader way, we start from the general theoretical discussion based on the Marxist perspective, we discuss the hegemony of neoliberal ideas and financial capital in most social formations in Latin America, focusing on Brazil, achieving an analysis of the situation of the class conflict in the counter reforms of public policies that remove workers' rights, in the center the labor and social security reform, and the legacy for the working class.
