SUMMARY:

In the late 1990s, the Local-Redesist Productive and Innovative Systems Research Network in Brazil creates and develops the concept of Local Productive Arrangements (LPAs). Based on the characteristics impaired by Redesist, a Local Productive Arrangement consists of an agglomeration of economic, political, social and institutional agents, records in the same territory, which maintains interactions generating actions, innovation and knowledge. Subsequently, discussions about APLs expand to High School University, research and project development, and also enter into policy discussions as an object of public policy. The early 2000s, they were being discussed and implemented as Local Productive Arrangements Policies in several Brazilian states. In this context, a state development policy was implemented in the state of Alagoas, in the Program of Local Productive Arrangements (PAPL), with the objective of promoting the socioeconomic development of the various regions of the state through the promotion of productive chains, through the institutionalization of Local Productive Arrangements. The PAPL had two phases, the first (2003/2007) were twenty-seven APLS in the various regions of the state; in the second (from 2008), some of them were uncharacterized and the new arrangements were used. The study area of this research is in the Baixo São Francisco Planning Region in the state of Alagoas. The general objective is to evaluate the effectiveness of the Program of Local Productive Arrangements in the Lower São Francisco Region from the use of objective and substantive indicators of effectiveness. The specific objectives are: to analyze the institutional design of the program; analyze program governance; map PAPL actions in the region; identify the local actors that have benefited from the program and evaluate the impact of the actions implemented in the Baixo São Francisco Region. The adopted methodological procedures consist of: a) Literature Review, based on development theory and its various aspects, focusing on the development approach as Freedom; Local Productive and Innovative Arrangements and Systems; Public Policies and Public Policy Evaluation. b) Documentary Research, will be carried out in the institutions responsible for PAPL governance at the state and municipal level; and c) Field Research, will be developed through the use of interviews with producers belonging to PAPL-supported production chains in the Lower São Francisco Region and with the representatives of the managing bodies of the APL.The non-participant observation technique will also be used. Thus, it is expected that results will lead us to conclude that this policy has generated positive impacts in the Lower São Francisco Region.
