RESUMO:

The challenges faced in higher education in Brazil promote the need for effective action by public actors to implement policies capable of transforming the teaching process with better quantitative and qualitative results that can effectively change society. To achieve this, the achievement of the planned objectives can not be an end in itself and there is a need to assess under what conditions policies are implemented and what has been previously established. In this sense, does the motivation arise to answer how the National Education Plan is being implemented at the Federal University of Rio Grande do Norte? The objective of this research is to evaluate the PNE implementation process (2014 - 2024) at UFRN in the period 2014 - 2017. To answer the proposed theme, the research will present the discussion on public policy, public educational policy in Brazil, the National Education and higher education in Brazil and the actions implemented by UFRN to contribute to the achievement of national goals. The variables to be studied are the gross and net enrollment ratio between 18 and 24 years of age, the number of teachers with master and doctor degrees, and the amount of post-training stricto sensu, all in the period 2014 to 2017. As a hypothesis, UFRN has contributed to the quantitative evolution of the results, but with flexibility in the academic structure that may compromise the learning teaching process. The approach to the topic is based on theoretical and methodological procedures of the qualitative research, for assigning a value judgment in the evaluation process, and use of the bibliographic study (literature review), documentary (laws, reports and regiments) and research with the use of an open interview in order to understand the perception of the actors responsible for the PNE implementation process in UFRN. To analyze the information obtained, the analysis of the content of Lawrence Bardin is used to extract the relation of the proposed and obtained with the implementation of the policy and contribute to the verification of the hypothesis presented in the research.
