RESUMO:

The debate concerning governance for metropolitan areas presents itself in constant growth in both national and international scenario. The theme was "reborn from the ashes" (KLINK, 2010, our translation), in the past decades, due to the return of academic research and emergence of constructing a political agenda colluded by the interests of public management in metropolitan planning and managing.  In the specific case of Brazil, metropolitan governance under the bias of metropolitan planning and managing has been subject of apprehension from managers, given the relevance of those spaces. Facing this context, important progresses can be appointed towards the creation of an institutional framework which collaborates with answers to many challenges concerning metropolitan governance of those regions, in which stands out the Estatuto da Metrópole (Metropolis Estatute) (Law n° 13.089, from 12 of january of 2015 reviewed by Law n° 13.683, from 19 of june of 2018). In this way, to comprehend the metropolitan governance face to the implementation of Estatuto da Metrópole in Brazil is a fundamental issue, given that such discussion emerges as a central theme in the most conceptual debates in academy and in governmental agenda to the development of the country. Therefore, the present masters dissertation aims to investigate metropolitan governance in its interface with the directives from Estatuto da Metrópole, considering the aspects of institutional organisation, management and territorial planning designed by the conception of governative capability and common interest. For such, the methodology, following the orientations of an interdisciplinary research, presents a qualitative approach, using both bibliographical and documental research, semi-structured interviews and participant observation as instrument of field research. We have content analysis as technique to analyse obtained data from the applied interviews. Concerning the spatial delimitation, the metropolitan regions of Natal/RN and Grande Vitória/ES were chosen, aiming to constructing a comparative study. A the end of this enquiry,it is expected, between other elements, to comprehend the influence of the new version of Estatuto da Metrópole about metropolitan governance within the regions to be studied, to identify the aspects which make the metropolitan regions of Natal and Grande Vitória pull apart or pull closer the consolidation of directives from the Law and, in the end, to identify the differential elements of metropolitan planning, management and governance in the studied regions.
