RESUMO:

The Right to Truth relates to a nation's right to know about facts and data, especially serious human rights violations committed by the State under authoritarian regimes. The survey is dedicated to the study of the implementation of the Right to Memory and Truth, as one of the six structuring axis of the 3rd National Human Rights Program (PNDH-3), in the State of Rio Grande do Norte. The fragility of civil society, which in the process of democratic transition has not been strongly constituted, coupled with a long oligarchic tradition of the State, explains the difficulties of Rio Grande do Norte to process the truth-telling about human rights violations perpetrated by political repression during the military regime of 1964, through a policy of memory. What justifies its claim, gives it support and how it has been carried out in the Brazilian reality is the fact of the Right to the Truth guaranteeing the non-repetition of the facts. The research aims to evaluate the implementation process of the three directives regarding the Right to Memory and Truth contained in PNDH-3, in the State of Rio Grande do Norte; to analyze whether the State promoted the investigation and public clarification of human rights violations practiced in the context of the political repression that occurred in Brazil during the period established by Article 8 of the Transitional Constitutional Provisions Act (ADCT) of the 1988 Constitution; and to verify if there was the incentive to the preservation of the historical memory and the public construction of the truth on the authoritarian regime between 1964 and 1985. The research project presented as a requisite for qualification starts from the concept of Human Rights in order to design the path followed by the mechanism already typical of transitional justice, which deals with the right to the Truth, until its implementation by inserting the PNDH-3 into a more of State policies. To do so, the method of qualitative research, of the documentary and bibliographic type is used.
