RESUMO:

The public debate on Social Security in Brazil is always based on economic issues. Little is said about keeping the primary function of the social security, that is the social protection, despite the prove of its impact on the territorial economic development caused by the distribution of income done through the payment of the retirement benefits to rural workers. Thus, to understand how the access of the rural workers to the retirement benefits occurs, this study aims to analyze the implementation of the rural social retirement benefit in the “Território Rural de Cidadania do Potengi” (Rural Territory of Citizenship of Potengi) in the Brazilian state of Rio Grande do Norte, in the period from 2014 to 2018. To develop the research, qualitative and quantitative approaches will be used. The latter will be applied in the collection and treatment of data obtained from the “Instituto Nacional do Seguro Social” (National Institute of Social Security) that will further serve to construct indicators, while the former will be used in systematic review, face-to-face interviews and the development of focus group practices. It is proposed, therefore, to collaborate with the discussion on the evaluation of the retirement benefit implementation for rural workers by demonstrating the factors that facilitate or obstruct the access of rural people to the benefit, as well as the progress of the public policy.
