RESUMO:

This research investigates the political behavior in clientelary networks in the small towns of Piauí, in the elections 2018, between state leaders (federal and state deputies) and local leaders (mayor and councilor) and the last time with voters. There will be two hypotheses: the first – if there is a dialectic relationship of citizenship/autonomy and clientelism/dependence between local leaders and the most economically vulnerable voters, whom they are faithful in a certain vote (state and federal deputies), but are released by the local leaders in the others: governor, senator and president; and the second – local leaders (mayors and councilors) and state leaders (state and federal deputies) are part of a reciprocal support network where deputies finance the campaigns of mayors and councilors, who are obliged to support them also in state elections. An analysis of some Brazilian episodes will be made in the perspective of the gramscian categories, besides theoretically elaborating a counterpoint to the theory of patrimonialism. The research is a case study, it will be applied the qualitative method and will be conducted interviews with state and local leaders, as well as voters. The sample is composed by four cities, each one of them representing a mesoregion of Piauí: Cocal (North Mesoregion of Piauí), Campo Maior (North Central Mesoregion of Piauí), Oeiras (Southeast Mesoregion of Piauí) and São Raimundo Nonato (Southwest Mesoregion of Piauí). As a basic theoretical reference, refer to Gramsci (1991, 1992-2002), Coutinho (1992, 1998, 2006), Souza (2009, 2015, 2016, 2017, 2018a, 2018b), Freyre (2006), Holanda (1993, 2000) and Faoro (1993,2000).
