RESUMO:

Rural development is, to a large extent, limited by transformations in agriculture. It provides, among other aspects, the conformation of the current hegemonic agri-food system. This dynamic generates as well as other results, the extension of the subordination of the farmers to the global oligopolies of the food industry and the branch of distribution and the reduction of their relative participation in the final price of the product. One consequence is the reduction of their income. This weakens and restricts the participation of family farming in the markets and limits the conditions of existence for most farmers. Therefore, imposes them precarious conditions of reproduction. However, many adopt innovations to overcome these difficulties, even in a context where changes in consumption habits are observed by various consumers. They prioritize quality as a result of their concern for food, nutrition, ecological and social security. It is in this context the several actions aimed at this purposes emerge in Brazil. In Rio Grande do Norte, there are initiatives to build social markets for short circuits of marketing. For example, since 1999, a group of farmers from Mossoró mobilizes consumers, and enables the process of production and marketing of organic products. This arrangement results in the creation of the Xique Xique Network in 2003, whose development dynamics continues. In this context, the following central research question emerges: how does the process of social construction of short circuits markets for agroecological and organic foods occur within the Xique Xique Network? To interpret how this dynamic takes place will be used the theoretical framework of construction social network of nested markets. Based on this reference, the research has the following general objective: to contribute to the deepening of studies with a view to a better understanding of the networks of short circuits of commercialization and to develop an analysis tool that allows the researchers, students and formulators of public policies to analyze markets and subsidize adaptations of rural development policies. Its specific objectives are: to identify, characterize and analyze the aspects that enable the emergence and development of the Xique Xique Network; analyze, from the point of view of sociomaterial infrastructure, the strategies adopted to make the Network viable; identify and analyze the factors that characterize the distinctiveness of the products marketed by it; identify and understand the aspects that favor or limit their process of building and strengthening; in order to contribute to the development of a methodology for the analysis of immersed markets, considering the specificities of the family farming of the semiarid region. The research will be of the qualitative type, its universe is the performance of the Network whose spatial extent occurs mainly in the rural territories Açu-Mossoró and Sertão do Apodi, in Rio Grande do Norte. In the field work approach will be adopted the semi-structured interview, questionnaire and observation. As a theoretical contribution to this research, PLOEG categories and ideas are used (2011; 2016); PLOEG; JINGZHONG; SCHNEIDER (2012); POLANYI (2000); SCHNEIDER, Sergio et. al. (2016); SCHNEIDER, Sergio; GAZOLLA, Márcio (2017), SALVATE, Natália; SCHNEIDER (sd), among others.
