RESUMO:

The issue of Public Security presents us with a complexity of factors in Brazil. It often challenges the full observance of the rule of law, especially, with regard to interorganizational coordination by governments, in terms of cooperation and control and alleged links between strategies implemented and crime reduction. Taking this theme, in this doctoral research, we deal specifically with the implementation of the Public Security Policy in the state of Rio Grande do Norte (RN), as a field of empirical research. The hypothesis is that in the RN the state public safety plan presents differences in the programmed and in the executed one, as well as a lack of alignment between the national objectives and the proposed local goals, which make difficult to reach expected results. The purpose is to make a process evaluation of the Brazilian Public Security Policy, delimiting its focus to the RN, through the activities carried out by the state governments between the years 2011 to 2018. We use the specific reference of the study literature and evaluation of public policy national and international, initially with the authors Pressman and Wildavsky (1998), Draibe (2001), Muller and Surel (2002), Guba and Lincoln (2012), and Souza (2016). A reference on some national and international public security research and studies, one of them carried out by Pinheiro (1997), Barreira (2004, 2013), Bayley and Skolnick (2006), Sapori (2007), Beato (2012), Soares (2012), Cerqueira (2018), and Tilley and Laycock (2018).  A documentary search of the records of the National Secretariat of Public Security (SENASP) and of the Secretariat of Public Security and Social Defense (SESED), and interviews with the administrators and operators of SESED, will also be made to formulate quantitative and qualitative data regarding to the process of implementing this policy. In the understanding, to comprehend the roots that sustain the current practices of the Public Security Policy in the country, through the elements that facilitate and that make difficult its implementation.
