RESUMO:

The research seeks to analyze the military police syndicalism in Rio Grande do Norte considering the world views of officials and squares on the belief of the legitimacy of a prohibited policeman having the right to protest and with that breaks the new bonds of solidarity and change the values of the institution.
It is well known that modern states are characterized by the control of society either by legitimate physical violence or by force of law. Hence, for this control to function several devices arise, among them, armed and obedient men prepared for war and the existence of legislation for the control of these and other men. Thus, military police officers act as a small army to confront confrontations and dispel conflicts on the streets routinely using intimidation, violence. Hence, under the shoulders of military police officers, the actions of truculence in Brazilian political history continue to weigh, as agents of the state repressed popular demonstrations, tortured communists, arrested trade unionists and students culminating in Bowden's (1978) expression of punitive practices far beyond the limits of the law. Now, if these men of the state and in his name owe obedience and discipline to maintain public order, how can one admit that they are the subjects of disorder? Why do military police officers participate in union associations and this right is prohibited? What are the costs of this participation? To what extent would demilitarization allow a change in the culture of the military police, recognizing labor rights, optimizing the channels of control under police violence, and implementing a democratic culture within the limits of citizenship? Is the belief of young military police officers different from democratic values, or do they reproduce the same residue of the previous generation in the demilitarization theme as a change of practices and values in policing? Not to change the laws that govern the pms leaves the tensions and conflicts in Brazilian democracy under various ambivalences in public security, either by punishing some practices (that of police association), or by allowing others also forbidden (eg, beak or extra work). In general, military police officers should always be obedient, but never rebellious when salary conditions or institutional pressures are severe.
