Bolivia, or officially Plurinational State of Bolivia, is a developing country, according to data from the International Monetary Fund, whose poverty rates still affect a large part of the population due to years of intense exploitation under a neoliberal system. In the last decade, however, indexes indicate economic growth and social conditions, from the creation of a new Political Constitution of the Plurinational State of Bolivia, officially recognizing the indigenous peoples, a majority of the population, until the long stay of the charismatic figure of President Evo Morales in his office. Under the hegemony of a party (MAS), the Morales government brought democratic stability to a troubled country throughout its history by coups d'état and popular revolts and integrated the excluded Indian majority. The opposition tries to reorganize and gain strength, articulating itself, but in a fluid way, albeit with one more motivation due to the defeat of the ruling party in the popular referendum that would allow another reelection of Morales. The media and the articulation of oppositions, exposing acts of corruption of the current government, played a crucial role in defeating the referendum. The objective of this work is to make a general characterization of political, economic and social changes and to understand the elements of why the Evo government still resists, taking into account the overthrow of progressive governments in Latin America. We will use some concepts such as Poulantzas's "block in power" and Gramsci's "historical bloc" to analyze whether the bases that emerge from the Plurinational State constitute a new counter-hegemonic force after the Morales government and the intention of a new neoliberal onslaught.
