RESUMO:

The Council for the Rights of Children and Adolescents (CRCA) in the municipality of Rio Branco – Acre constitutes the object of study of the present research. The entity has 27 years of existence and co-manages the Policy for the Promotion of the Rights of Children and Adolescents in Rio Branco. The motivation of this work is related to a concern regarding the administration of the Policy of Childhood and Adolescence in the Municipality and pays special attention to the moment of its implementation, as well as the use of its managerial instruments such as resolutions, action plans, financial resources, and planning for the implementation of resources. It is of great relevance to us to understand what was implemented by the Council and how this implementation was carried out, identifying what elements and\or factors facilitated, hindered or even suppressed the implementation of what was deliberated. Thus, this research aims to assess the implementation of the approved deliberation between 2013 and 2016. Assessment of Public Policies, Implementation, Councils and Policies for the Rights of Children and Adolescents constitute the main concepts of the present work. The methodological procedures consist of a bibliographical, documentary and field research carried out at the CRCA. In order to supplement our data collection, interviews with the councillors who participated during this particular period will be performed and instruments for the measurement of actions will be created as indicators related to the implementation. We hope that the information provided will support the performance of the Councils for the Rights of Children, including both the Municipal and the State Council as deliberative entities that take responsibility for the monitoring and supervision of the actions related to the promotion and protection of the Rights of Children and Adolescents. We also hope that it will help answer some questions such as whether the public authorities favoured the implementation of the Council´s deliberations and whether the actions that were previously planned and deliberated by the Council were implemented.
