RESUMO:

This thesis is a study about the city of Fortaleza and its hierarchical spaces. Its main objective is to understand the process of socio-spatial hierarchization of the city and how different groups are related in the most privileged places of the city. As specific objectives, the research seeks to understand the practices and dynamics of the subjects involved in the process and the uses that each performs in these places, the strategies used to hierarchize the city, as well as the resistance tactics engendered against the dominant power. Initially, a methodology based on historiography is used, with a theoretical and documentary survey on the conception of Fortaleza, the social relations strained since the formation of Ceará, as well as the projects of the elite and the State for the city. The formation of a bureaucratic estate, rooted in a rural inheritance from the latifundia of the interior of the state, began to guide the transformations of the city, adding modernizing elements and following a hygienist thinking about the urban. This elite sought to order and discipline the city according to their designs. However, this also provoked contrary movements, albeit far from official decision-making and discourse. After this historical re-reading, the second part of the thesis follows the thinking of Certeau (1998), seeking to understand "microbial practices", life outside the "panoptic power" and the disciplinary devices. From the initial exploratory research that was even part of the first part of the study, tourism was considered as a major investment of the bourgeoisie to reinvent the image of the city and insert it into postmodernity. With tourism, disciplinary power (FOUCAULT, 1981) began to act in another way to maintain the dominance of the already consolidated areas of the elite. As a result, the Beira-Mar Avenue was identified as the main locus of this process, the "showcase of the city" for the world, the postcard that opens as a public space (LEITE, 2002) and a liminar space (ARANTES, 1994, 2000). In this way the research is characterized as a socio-anthropological study of the city, having as main methodology two concepts of Magnani (2008): spot and path. The first defines the design of Beira-Mar as a spot of leisure, the main bet of local tourism, the second quest to accompany users of the space. Interviews with the subjects, from the state planners to the local inhabitants, photographs and field diary, will be used following an ethnographic observation of the plots drawn by all the groups that dialogue there. Finally, Lefebvre's spatial theory (2000; 2008), with its triadic thinking about space: conceived; perceived; lived. Being that in the first passage, the two initial dimensions are focused, while in the second part, ethnographic, the dimension of lived space gains body and soul. Whether with the marginalized groups, outsiders like the surfers of Praia de Iracema or skaters of Praia dos Crushs; either with the tourists or goers of the most elite bars, all places of Beira-Mar. The hypothesis that we started to answer the question of how and why the same spaces maintain their privileges, legitimized by the "subaltern" spaces, was that tourism is used to order the city in an ideological way, maintaining the privileges of a part of the city, while putting them as public.
