RESUMO:

The discussion about the relationship between democracy and liberalism is absolutely polemical. Throughout the twentieth century, it was widely accepted that modern democracy is the great sea where political liberalism, understood as an emancipatory political project conquered in modernity, would inevitably emerge. Democracy and liberalism would thus be inseparable elements condemned to a common existence. This version does not seem correct. The historical path that has shaped liberalism, the class agenda it represents since its origin and the worldview that helped formulate it put in a different field from that occupied by the democratic project. Both classical liberalism and neoliberal theory operate a true shortening of the reach of popular sovereignty by excluding or mitigating the participation of non-proprietary classes, reducing the power of citizenship over the market. Moreover, old and new liberalism ignore or downgrade the problem of political conflict arising from the clash of irreconcilable class interests, which appear in liberal theories as mere competition between individuals and groups with particular interests. We will analyze in this work how these elements constitute, in liberal political theory, an antidemocratic perspective of exclusion of the popular classes and maintenance of privileges of the proprietary elites within the framework of capitalist society.
