RESUMO:

Whereas education is one of the indispensable means for the development of a region, it can be said that the expansion and internalization of professional and technological education in Brazil has influenced in someway the several corners of the country, among them, the Seridó potiguar. Pacheco (2011) emphasizes that beyond the teaching itself, one of the purposes of professional education through the Federal Institutes is to function in favor of local and regional development, which in fact already highlighted in the diagnostics made by political actors when elaborating of local and regional development policies at the state level (CAPRIGLIONE, MORETTI and NOGUEIRA, 2017). In this context, this research is based on the following question: What is the importance of the IFRN for the development of Seridó in view of the RN Sustainable Project? This question is based on the understanding that IFRN contributes positively to the development of Seridó, but not always with full convergence with the objectives and purposes of the policies of local and regional development of state planning, represented here by the Project RN Sustainable. Therefore, our hypothesis is that these apparent partners have different understandings about local development: the IFRN seeks to promote what is universal in this reality, while state planning continues to seek to identify the so-called "natural vocations" or potentialities of the region. Thus, the general objective of the research is to examine the relationship between the expansion and internalization of professional and technological education and local development through the importance of IFRN for the development of Seridó potiguar in view of the Project RN Sustainable. Consequently, the specific objectives are: 1) to investigate the internalization process of the IFRN, more specifically in Seridó; 2) identify the actions and specificities of the Project RN Sustainable for Seridó; 3) to examine the relationship between the IFRN activities in Seridó and the local development planning recommended in the state planning guided by the Project RN Sustainable; and 4) to examine the convergences and divergences between professional and technological education proposal of IFRN for Seridó in relation to the proposals of the Project RN Sustainable for Seridó in the segments of local development and professional education. In relation to the methodological construct, this research starts from the interpretative paradigm, of qualitative nature. Regarding the objectives of the study, the research will be explicative; and in relation to the procedures, it is characterized by documental and field research. Concerning the treatment and analysis of the data, will be used the content analysis proposed by Bardin (1977).
