RESUMO:

This study aims to conduct a Political Evaluation of the MEI - Individual Microentrepreneur Program as a way of elucidating its principles, foundations and substantive content (ideology, objectives and theories of the program) in the light of well-being and state functions. The theoretical-methodological construct of Political Evaluation, which seeks to attribute value to political objects, has as its sole foundation the well-being, especially considering that in the relationship of politics with humanity there is no way to achieve a common denominator if it is not in direction. On the other hand, the capitalist state fulfills functions that sometimes precede social needs and pressures, enhancing the interference in the constitution of the foundations of public policies. Given this, and considering the other discussions addressed in the theoretical contribution, we define as a nuclear hypothesis that the principles, fundamentals and substantive content of the MEI Program preclude well-being, and aim fundamentally to maintain the reproduction conditions of the capitalist political-social system , through the state functions of legitimation, individualization, neutralization, integration of the system, and regulation of the informal sector. Thus, in order to reach the general objective, we will seek to characterize and understand the MEI Program from the official guidelines and institutional dynamics; unveiling the implicit substantive content; to verify the degree of coherence between substantive content and the principles of human well-being; and to analyze the relationship between substantive content and the role and functions of the State. Regarding the methodological path, we seek an alignment between the epistemology, the theoretical contribution and the methods to be used. As for the ends, this is a critical and explanatory investigation. In relation to the means, the research is characterized by being field, documentary and bibliographical. Given the need to reinforce the process of elucidating the ideology and the implicit objectives that permeate the program, we will use 3 (three) subjects of the research (Deputy Antônio Carlos Mendes Thame - author of the bill that resulted in the creation of the figure of the Individual Microentrepreneur; Permanent Representative of SEMPE - Secretariat of Micro and Small Enterprise of the Presidency of the Republic; SEBRAE - Brazilian Service of Support to Micro and Small Companies). Finally, as a data treatment and analysis strategy, we will use documentary analysis; the method's description of the program theory proposed by Rossi, Lipsey and Freeman (2004); content analysis, and discourse analysis in a dialectical-critical perspective.
