RESUMO:

Our work aims to analyze the limits and advances of social management in rural territories, having as delimitation the Forum of Sustainable Rural Development of Borborema, in the State of Paraíba. From this perspective, we seek to understand the social management process, in which there is a significant diversity of approach in this sense, both in the academic field and in the social spaces and public management, demonstrating with this the deepening and observance of elements still underdeveloped, As is the case of the interference that power relations may have in the process of social management of territorial development. From this problematic, we launch the following question: how the social agreement, the pacts and power relations between the social actors inserted in the Forum of Borborema have influenced in the process of social management of the territory? In this context, we highlight some objectives with the purpose of analyzing how the social and territorial organization of these actors have influenced the social management process of Borborema Territory. The aim was to: a) verify the main elements covering the social management of the Borborema Territory; B) understand the strategies and actors involved in the social management process of the Borborema Territory and its impacts on the social management process of the Borborema Forum; And c) to analyze the influence of social relations on the social management of Borborema's territorial development. Seeking to understand the process and not only the result, we chose to develop a qualitative analysis with emphasis on the practices, trajectories and relations established by the various actors in the Territory of Borborema. We focus on the actors' perceptions about the social management process of the board of Borborema Forum. As a method of data collection, we used the application of questionnaires, interviewing, direct observation using oral history as a method of capturing information. For this, we observe the discourse and practice in the social management process within the Borborema Forum. In view of the observation, we can confirm our last hypothesis which indicated that the social management of the territory of Borborema constitutes as a product of the concertation of local actors, and this social management is conditioned by both public policies and the forms of organization of its social actors, As well as with their power relations in the Borborema Forum, mainly because these actors carry internal management strategies, guaranteeing a particular social management model within the territory, social management that has been built over the last decades.
