RESUMO:

Putting the youth category on the political agenda brought a new social visibility to this part of the population, which went from "social problem" to "subjects of rights". Thus, institutions with official purposes have been created to integrate this segment in the democratic plane of society through the elaboration of public policies, programs and governmental actions. Parallel to this political advance, education, considered the engine of important social transformation and the public sector to invest more in public resources, is presented as a constitutionally guaranteed right to youth. Thus, as a general objective, this dissertation aims to carry out the analysis of Youth Policies directed to Education in order to identify the relationship between youth policies and the educational process of high school youth in the public school network in the city of Natal / RN. Having the Youth Statute, specifically regarding the principles and guidelines that guarantee the education of young people, as a referential empirical instrument and neoinstitutionalism as a theoretical-methodological approach, the analysis will be carried out from the process of elaboration of certain policies showing the Actors involved, as well as institutional arrangements, decision-making and influence and the role played by institutions from the evaluation agenda. To reach the general objective, the qualitative method will be applied, with structured and / or semi-structured interviews, as well as the application of questionnaires. The method of documentary analysis will be present in the collection of data and information collection necessary to understand the policy to be analyzed. The theoretical support counts on the classic and current bibliography of the literature of Public Policies, Youth and Education.
