RESUMO:

This doctoral research refers to one of the forms of manifestation of the neoliberal hegemony whose research object is based on the Public Policies of Employment for Youth oriented by the international organizations and applied by the emerging countries BRICS - Brazil, Russia, India, China and South Africa. At present, in most of the countries of the world, there are government institutions that act, to a greater or lesser degree, in measures to support the insertion of young people in the labor market. These are policies that, according to Jacinto (2015), operate both in the first (1990-2000) and in the second generation (2000 - current) policies to support young people. These policies include the guidelines of the World Bank institutions and the International Labor Organization (ILO). The strategies of these institutions are based on increasing requirements and skills in the face of an increasingly selective and competitive labor market. In this context, Human Capital Theory presents itself as a support for explanations of difficulties and a "remedy" for the insertion of young people into employment. Faced with this brief problem, the present work asks: Does Human Capital Theory provoke an apparent homogenization of Public Employment Policies for Young People - PPEJ, guided by international organizations and applied by the emerging BRICS countries? Thus, the general objective of the research is to investigate whether the Human Capital Theory produces a homogenization of Public Employment Policies for Youth oriented by international organizations and applied by BRICS emerging countries. The specific objectives are: 1) Present and update the main elements and critiques of Human Capital Theory in the current context; 2) Investigate the problem of youth unemployment and the construction of policies to help unemployment for this age group in BRICS countries; 3) Present and discuss the historical, political, economic and social context of the construction of multilateral organizations World Bank and International Labor Organization and economic group BRICS; 4) Understand the concepts, proposals and general applications of the documents 'World Development Report 2007: Development and the Next Generation' (WB, 2006); 'Decent Work Agenda' (ILO, 2006) and its application in the BRICS countries; 6) Recognize and point out the movement of homogenization and integration of the Public Policies of Youth Employment in BRICS. In the end, it is expected to confirm the hypothesis that: under the "tutelage" of the neoliberal ideology of human capital the current models of public policies that aim to contribute to the insertion of young people in the labor market guided by international organizations and applied in BRICS countries, Present a homogenization.
