RESUMO:

The Cultural Policy is the theme of this project and has as its object the implantation of the National System of Culture (SNC) in Macapá County, State of Amapá. The National Culture System (CNS) is the main federator of the National Plan of Culture (PNC), which determines the strategic objectives and guidelines for the qualification of public cultural policies. The research aims to evaluate the implementation of the National System of Culture (CNS) in the county of Macapá, State of Amapá, between 2006 and 2016. Specifically, the objectives are: first, to compare the results obtained with the implementation of the policy in its beginning; Secondly, to evaluate the main actions that guide the Culture Policy in the county of Macapá and its level of integration and complementarity of the National Culture Policy (PNC), based on the principles and values that govern the current National Culture Policy ); And third, to evaluate the involvement and participation of agents and interest groups, trying to find out what kind of relationships and interactions are presented with relevance and predominance of logic in the reality of Macapá. Methodologically, this research will be carried out through the so-called public policy cycle, specifically about the implementation phase and, from a systemic perspective, through the "importance of systems concepts for organizational studies" (TURETA, ROSA, ÁVILA, 2006, p. 4).
