RESUMO:

This study aims to analyze the National Program for Access to Technical Education and Employment (PRONATEC) and training that this program offers to the Brazilian working class. To do this, understanding the changes in the role of the state and public policy implementation processes aimed at qualifying the workforce using the evaluation process was necessary. In this way, we try to answer the following question: What is the role of the FIC PRONATEC- in the process of education and skills of the labor force in Brazil? This question was leading to take into consideration the qualification of young people and adults is, in fact, one of the main objectives of the program. But this is not presented as an actual guarantee for the working class in order that only the qualification does not guarantee employment and improvement in the living conditions of workers. Besides this aspect, the training offered itself presents a lightened way directed to works whose rights reduction is notorious. For this, we use the contributions of Poulantzas, Clauss Offe and O'connor on the state's role in capitalist society, the contributions of Karl Marx and various analyzes influenced in its proposal for society on the work category, in addition to the characterization and identification of PRONATEC the legal bases of the Brazilian state.
