SUMMARY:

Geographic phenomena can be understood through the analysis of territorial configuration and social relations. As a geographic phenomenon, the Union Voluntary Transfers (TVU) contribute to the constitution of the territorial configuration, its scope that reaches the national scale, with effects on the various entities and national entities, the projects and financial resources used materialize in the municipalities, with that , enable infrastructures in several areas of public interest. The political relationship involved in the process of planning, defining and allocating resources is fundamental for understanding the theme. At the national level, projects and financial resources are concentrated in the southeast-northeast region of Brazil. In Rio Grande do Norte, the Union Voluntary Transfers, in the period from 2008 to 2022, accounted for 2.6% of all resources allocated by the Union to subnational entities. In the analyzed period, the state of Rio Grande do Norte brought together objects in the areas of urban infrastructure, health, education, social assistance, water infrastructure, security, technical assistance and culture. In the process related to the Union Voluntary Transfers, the role of norms is fundamental, given the rules for distribution, release and use of resources; that in moments of normative rupture, they affect subnational entities in different ways, which resort to the sphere of a political nature in the search for guaranteeing the resulting resources and infrastructure. The general objective of the research is to understand the territorial configuration of the state of Rio Grande do Norte, based on the implications of the objects installed in the potiguar territory from the Union's Voluntary Transfers. For the organization and analysis of data on the subject, we used some typologies, in order to group the set of Union Voluntary Transfers objects in the Potiguar territory, we also carried out the analysis of the normative base on the subject, observing the successions and coexistences within the scope of its political aspects and technicians and conducting interviews.
