SUMMARY:

In the process of urban restructuring in cities, especially those of large and medium size, the patterns’ location of commercial and service activity have caused significant changes in intra-urban space, as they streamline flows and redefine urban centrality. In Teresina-PI, mainly in the East Zone of the city, this process transformed some avenues into important Commercial and Service Axes - ECS. Thus, the main objective of this study is to understand the process of urban restructuring in the East Zone of Teresina - PI and the formation of new centralities from the main commercial and service axes. Therefore, apprehending the urban space of Teresina as a product of society, therefore, a corollary of contradictory processes, the theoretical/methodological basis of the research is based on dialectics. The methodological procedures adopted were bibliographical research, documentary research and field research, it is organized from data collection instruments: interviews, questionnaires and systematic observation. The spatial clipping comprises the main commercial and service axes of the East Zone, constituted by the following avenues: Nossa Senhora de Fátima, Raul Lopes, Jockey Club, Homero Castelo Branco, Dom Severino, João XXIII and Presidente Kennedy. Preliminary analyzes reveal that the tertiary represents more than 90% of the forms of use around these axes, with a predominance of commercial activity. In this configuration, the content presented by the tertiary is quite varied, which reveals the absence of a specialized axis, although some tend to specialize. The forms assumed by the tertiary reveal some similarities, but they also differ, mainly in relation to the content and horizontal and vertical structure of commercial equipment and services. Based on the evidence, the new tertiary location pattern in the East Zone is the result, mainly, of the diseconomies presented by the central area, compared to the advantages offered by the East Zone, which emerged in this dialectical process as a new spatial configuration, in a context where the expansion of modern retail, the spread of car use, the increased importance of leisure and consumption, jointly contributed to the formation of commercial and service axes, which in the structural plan of the city, represent new expressions of urban centrality, given the ability of these spaces to attract and radiate flows.
