SUMMARY:

The development of the railway network in Brazil has been, since the design of the first lines, strongly linked to the goal of ensuring the flow of agricultural production from the interior of the national territory. In the states that today make up the Northeast region, in general, and in Rio Grande do Norte, in particular, the political tool of using the discourse of "fighting drought" cloaked the purpose of the construction of railways as one of the central elements of the "works against droughts". From this undertaking, heavily promoted in the early decades of the 20th century, emerged the Central Railroad of Rio Grande do Norte (EFCRGN), regarded by the regional oligarchies that advocated its construction as the infrastructure that would guarantee not only the mitigation of the effects caused by climate irregularities, but also the economic development of the state. From the initial design, this railway acquired other functions over the years following its inauguration in 1906. The historiography of the genesis of the changes in the functions attributed to the EFCRGN demonstrates that, at times, such transformations were aligned with the interests of local elites, and, at others, more linked to projects of national orientation. From this, it is possible to ask: in what way did this railway line embody the interests of a planning centered on institutions subordinate to the powers represented by the structure of Brazilian federalism? Having said that, the initial objective of this dissertation research is to analyze the different uses of the Potiguar territory established between 1872 and 2007 in relation to the railway structure materialized from the EFCRGN. For this, the assumptions of Historical Geography and the reading of the used territory are enlisted as an analytical principle guiding the investigation. Still in the theoretical-conceptual universe, the discussions on geographical situation, technical macrosystem, and federalism are promoted as central in the analysis performed. The entire conceptual framework will be confronted with the examination of primary and secondary sources, ranging from documents and reports produced at the governmental level, to newspapers, magazines, and other records produced in the period studied, in addition to interviews to be conducted with public agents who were formally linked to the object investigated here. It is also proposed an interpretation of the contemporary uses of the technical objects still present in the territory, emphasizing for this the performance of fieldwork along the route of its old stations.
