SUMMARY:

The point of Public Security is one of the most afflicting our society and one of the most complex to solve it. The growing of criminality and the recurrent shortages in security compose the debate about violence in Brazil and the role that public policies perform in their control makes the issue one of the main political agendas in the country today. These public policies are built from issues involving different areas of knowledge and conflicts of interests. This way, this research starts understanding the territorial processes that envolve policies that mobilize efforts to control crime, based on the assumption of the active role of space in the social totality, as social instance and its relation with other instances, as fundamental elements for the analyzes of public safety. In this study, the relation with the legal instance will be emphasized. This is because the support base of the public security policy is the political territory, understood as the jurisdiction from a State. That said, it was defined as objective to understand the relation between Geography and Law from the interface between the territorial and normative dimension in the public security policy of Piauí. To trace our analyses, support was sought in the conception of used territory, standardized territory and territorial configuration, categories of analysis based on the theory of geographic space from Milton Santos (1994), it was also used the PES method (MATUS, 2005), to substantiate the discussions about strategic planning and the theoretical validity of the concept of territory in Piauí’s security policy. The study of the normative dimension, as well as the way in which the concept of norm and crime are constituted in the epistemological dimension of Law will be mediated by Boaventura de Sousa Santos (1988, 2014), Löic Wacquant (2007; 2008), Sérgio Adorno (1999, 2006), and others. With regard to methodological procedures, in addition to the bibliographical research, a documental survey was carried out specifically focused on the laws and norms that regulate public security in Piauí. In the laboratory stage, maps were produced based on data obtained from public agencies. Finally, an initial proposal for the System of Indicatiors was also prepared for Public Security in Piauí which also made it possible to offer scientific instruments for the interpretation and analysis of the relation between public security and territory use. The research contributions are centered on the proposal to consider the dynamics of the territory as geographic heuristic angle that allows spatializing the phenomena of violence and thinking of the articulated with territorial qualities as a relevant factor in the search for the elaboration of more efficient security policies and coherent with the reality of the territories.
