SUMMARY:

The metropolitan region (MR) is a territorial planning strategy standardized by the states/Union and regulated by the criteria of the Statute of the Metropolis (2015) which aims to develop public functions of common interest. The geographic issue raised in this thesis is how effective the MR is as a region.  Under the perspective of territory management, in order to analyze the Northeast 31 metropolitan regions (RMNE) as a general objective, discussing their social dynamics and territorial disparities. This qualification document is structured in two chapters, the first one presents a theoretical and methodological discussion, in which the Milton Santos’ Geographical Space theory (1996) is adopted, the concepts of Territory and Territory Management. The Region is expressed as a “geographic complex” as proposed by Monbeig (1957). In the methodological path, a bibliographic and documental research is showed, field work in the RMNE host cities, data tabulation, construction of an indicators system, which are organized into four dimensions: public policies, urban and rural dynamics, industry and tertiary and networks and environment, divided into 15 indicators that are structured into 74 sub-indicators and cartographic work. Based on social, economic, political and environmental data, the second chapter offers a cartographic, analytical and critical argument that highlights the existing contradictions between the norms and the capacity for regionalization of the RMNE.
