SUMMARY:

The future of cities is an agenda for discussion in academia, in the political sphere and in popular movements, as the growing number of urban problems ends up demanding strategic demands for their resolution. The reflections and initiatives created by public managers and the technological solutions presented by companies have been configured over the past few years as bets to make cities fairer, healthier, more creative and sustainable places. In this way, information and communication technologies, associated with State policy and corporate policy, produce dynamic effects, transforming cities into smart cities. We can say that a smart city is one that, through the incorporation of ICTs as well as their appropriation by citizens, offer improvements in the quality of urban life to all those who enjoy the city. In this context, several different ways of evaluating these cities emerged, such as rankings and indicators, this stimulating the improvement of cities, but also competition between them. The object of study of this dissertation are the cities of Rio Grande do Norte that joined the Brazilian Network of Human, Smart, Creative and Sustainable Cities, therefore establishing a public commitment to incorporate smart city practices in their urban policies until 2030. They are: Natal, Parnamirim, Acari, Baraúna, Cruzeta, Itajá, Lajes, Porto do Mangue and Serra do Mel. The general objective of this dissertation is to critically analyze the indicators used to assess smart cities, questioning their limits and possibilities. In order to achieve the previously proposed objective, a bibliographic research will be carried out, in which the authors Santos (1993), Harvey (1996), Silveira (2002), Souza (2011) will have relevance. In addition, documentary research will be carried out where laws and decrees, specific documents on smart cities in Brazil and documents produced internationally on the subject will be analyzed. The collection of secondary data will be carried out using data obtained by the Brazilian Institute of Geography and Statistics and from the electronic addresses of the city halls of the municipalities in the study area. Finally, the data obtained will be organized and graphs, tables, charts and maps will be made as a resource to present the reality apprehended during the dissertation.
