The Healthy Cities Movement (HCM), emerged in the 1970s in Canada, as a corollary of a set efforts by this country, the World Health Organization (WHO) and its regional offices to outline estrategies of health promotion, quality of life, and urban development based on the concept of health as a social product. This conception is at the essence of the MCS, which reflects a change in the perspective of facing public health issues that worsened in the late 20th century. This change resulted from the perception by international organizations, researchers and urban managers, that only investment in the health sector would not be enough to reduce the harmful effects of these problems for population's state of health and disease. In this context, is observed that problems such as the increase in aging population, environmental unhealthiness, the spread of epidemic diseases, and the increase of the morbidity and mortality from chronic non-communicable diseases, are closely related to economic, educational, infrastructure and health conditions. In this context, it is concluded that problems such as the increase of aging population, environmental unhealthiness, the spread of epidemic diseases, and the increase in morbidity and mortality from chronic non-communicable diseases, are closely related to economic, educational, and the conditions of urban infrastructure and services, that arise in the reality of cities as favorable factors or not to the health and the well-being of its inhabitants. Under these circumstances, it is primordial to the process of identification and characterization of these conditions in the urban espace, the construction of indexes and indicators systems. Based on these assumptions, this research has the main objective to analyze the Natal /RN city condition on the perspective of propose an index and levels of Healthy City, and as specific objectives: to propose the dimensions, groups and indicators to creat an index of healthy city (IHC), and rating levels; produce the ICS of Natal city; analyze the percentage represented by each dimension in the ICS value. To achieve these objectives, bibliographic research, documentary research, the creation of graphics and the application of the Multi-attribute Utility Statistical Model. It was found that the value of the ICS was largely influenced by the high scores of the Health and Demographic Dimension, and little influenced by the low score of the Socioeconomic Dimension. However, the analysis of this results, considering the reality of the socioeconomic aspects, of the demographic profile and the local health sector, shows that Natal city still presents significant vulnerabilities in the scope of health, education, work and income. Through these facts, It is verified that the Natalense urban space is still far from ensuring health conditions and quality of life required for promotion a healthy city, although it presents good indicators of reduction of infant and maternal mortality, and availability of equipment and health professionals, which indicates possibilities for the existence of healthier urban environmental conditions in the future, nesta cidade.
