PERFORMANCE OF THE INSTRUMENTS OF THE BRAZILIAN BASIC SANITATION PUBLIC POLICY IN THE CONSOLIDATION OF SANITARY SEWAGE SERVICES

Facing a scenario which researches related to public administrations, geography, and government laws linked to sanitation are less than 1% of international scientific publications, those aspects became relevant as objects of analysis, mainly, in developing countries where these lack of infrastructure are more evident. In this case, Brazil emerges as an object of study and contextualization given that its public policy of sanitation has more than a decade and the country still faces a distance from de universalization of sanitation services. Therefore, the aim of this study was evaluate, in the Brazilian public policy of sanitation as so as in the demographic concepto f this country, which aspects in public policy of sanitation are reflecting in the consolidation of sanitation services along all country. The results show that the principal componente analysis used as methodology could be an usefull method to evaluate public policies and its reflects in engineering. The results also show that each brazilian region have specific characteristics related to the implementation of the sanitation policy and its reflects. However, with teh exception of southeastern region, all others regions have a direct relation between regulation services of sanitation and the consolidation of sewarage system. Conclusions also show that representative politicians are, in some cases, more important than legal aspects to make happen the infrastructure of sanitation. Other point is that the sanitation policy still have to face challenges to be solved ando the main of it is develop practices and adjustments related to rural sanitation.
