DEFINITION OF A TARIFF MODEL FOR CHARGING FOR USE IN THE INDUSTRIAL SECTOR OF RIO GRANDE DO NORTE

Charging for the use of raw water is an important instrument for the management of water resources in Brazil and worldwide. Its objectives are to induce users to recognize water as an asset with economic value, to rationally use resources in a sustainable manner and, finally, to generate revenue to finance the water resources management system. In Rio Grande do Norte, charging for the use of raw water has not yet been implemented and studies are needed to determine the prices of the fees for abstraction and consumption of raw water and to assess the payment capacity of the user sectors. This work aims to define the price of the raw water collection and consumption tariff by the industrial sector and to evaluate the possible impact of future charges for the use of raw water in this sector. Data on gross income, fixed and variable costs from different industries in the State of RN will be collected to determine the ability to pay for the use of raw water for different users in the industrial sector. To define the tariff model for consumer use, three methodologies will be used: the binomial model, the CMA-3 model and the CPS model. This study is expected to assist the government in defining a tariff that is economically viable for the industrial sector and that can generate significant revenues to help finance the RN's water resources system.
