HYDROGRAPHIC BASIN COMMITTEE PARTICIPATORY AND DECENTRALIZED MANAGEMENT MODEL FOR GOVERNANCE OF WATER RESOURCES CASE OF THE RIVER CEARÁ-MIRIM BASIN

Water is a fundamental resource for economic activities and for man. Its importance justifies the existence of institutions dedicated to the planning and management of water resources. In Brazil, Law 9.433 / 1997 established guidelines for the management of water resources in a participatory, democratic and decentralized way, in order to guarantee the availability of water. In addition, it established the Basin Committee as a deliberative body for participatory management, composed of representatives of the public authorities (municipal, state and federal), water users and organized civil society. The Ceará-Mirim river basin committee was created in 2010 to resolve conflicts regarding water use and land use in the basin, establishing a system of governance for the basin. This work aims to identify the obstacles that impede the work of the committee as a deliberative organ and in a participatory, democratic and decentralized way as well as what needs to be done to optimize its performance under the perspectives of the Government and society. In order to carry out this work, field research activities and interviews with users will be used, based on the characterization of the basin and the actions of the committee as a collegiate and deliberative body and, consequently, the identification of the gaps in the governance of the basin's water resources of the Ceará-Mirim River Basin.
