SUMMARY:

This thesis proposal focuses on Special Zones of Social Interest, territorial conflicts, and popular resistance. The study is based on the experiences of informal settlements established as Special Areas of Social Interest located in the Eastern Administrative Region of Natal-RN and their socio-spatial relationships with other formal production areas of the city. The communities that formed in this region, mainly from the 1960s onwards, historically experienced a significant struggle for the defense and consolidation of their territories, facing both removal actions directed by housing policy, notably in the 1960s and 1980s, and land capture strategies by formal real estate companies in the city, with an emphasis from the 2000s onwards. Within the framework of the Brazilian democratization process and especially since the Federal Constitution of 1988, principles and instruments of urban and housing policy have been adopted that, to some extent, strengthened the mechanisms and strategies for the permanence of informal settlements, especially those located in areas of greater interest to the formal real estate market. However, this combination of social struggle and institutional advancements in urban policy occurred in a context of deepening neoliberal policies within the state, with the strengthening of state-business relations. Notably, since 2016, with the impeachment of then-President Dilma Rousseff and the advancement of ultraliberal policies, tensions intensified in the process of dismantling the legal framework of rights. In this dynamic, it is evident that the communities in the Special Areas of Social Interest  located in the Eastern Administrative Region of Natal (RALeste), represented by AEIS Brasília Teimosa and Mãe Luiza, were strongly pressured and affected in their rights to decent housing in the recent revision of the Natal Master Plan - Complementary Law No. 208 of March 2022. Given that such pressures have historically existed and are permeated by social struggles that have contributed significantly to the existence of these territories to this day, this research questions how the formation and persistence of popular territories developed in popular resistance reveal the consolidation and/or violation of rights within their territorial boundaries, in the face of the actions of the state and pro-market economic interests. The hypothesis is that the formation and persistence of popular territories developed in popular resistance reveal a diversity of processes of struggle and resistance; the effectiveness of the ZEIS instrument to some extent, and the partial or total loss of ZEIS territories in the context of the intensification of ultraliberal policies with a significant state-business relationship. In this sense, the object of study is defined by the territorial configurations of AEIS related to popular resistance actions, institutional frameworks of urban and housing policy, and the strategies of companies operating in the formal land market. The objective is to understand the processes of territorial consolidation and/or loss of AEIS located in the Eastern Administrative Region of Natal/RN, considering the communities' struggle strategies and those adopted by the state and pro-market economic agents. The study covers AEIS located in RALeste of Natal, including Mãe Luiza, Maruim, Jacó - Rua do Motor, and Praia do Meio. The temporal scope ranges from 1990 when Special Areas of Social Interest (AEIS) were first established in the Natal Master Plan, Complementary Law No. 07 of August 1994, to 2022 when the current Natal Master Plan was approved. Using a qualitative approach, this research employs the Multiple Case Study method as a methodological resource. The theoretical assumptions guiding this thesis discussion are based on the literature about (i) the foundations of inequality in Brazilian cities and informal settlements within urban policy, with a focus on the establishment of ZEIS and their application in peripheral areas; (ii) power relations and popular resistance in the face of the persistence of colonial practices, considering urban peripheries as a locus of struggle and resistance.
