SUMMARY:

This research deals with the effectiveness of Participatory Processes and Urban Rehabilitation in historic sites, in the light of Integrated Conservation. Currently, the discussion on public policies aimed at preservation and urban conservation in Central Areas has as one of the main aspects social participation in urban rehabilitation processes. However, there is a mismatch between urban rehabilitation processes in central areas in the discourse and participation in practice. Given this, the question is: are there effectiveness of participatory processes, based on analyzes of studies related to programs and actions of Urban Rehabilitation in the historic
sites of Torres Vedras (Portugal) and Olinda (Brazil)? The hypothesis raised is that, except for the initial years (1960s and 1970s) of the emergence of the urban rehabilitation concept, when its principles and objectives were to “promote and favor the participation and co-responsibility of citizens throughout the planning process”, Nowadays, there is a coexistence of a list of contradictory tendencies, such as competitiveness, which promoted a progressive distancing of the principles and objectives of its application, in practice. The empirical universes of this study are: the cities of Torres Vedras (Portugal) and Olinda (Brazil), with a focus on social participation in urban rehabilitation programs and actions in the historic sites of these cities. Being the time frame, the passage from the 1990s to the 2000s, until nowadays. Thus, the investigation aims to verify, if there is and how it occurs, the contribution of participatory processes in the realization of the objectives recommended in the programs and actions – Torres ao Centro Program / Encosta de São Vicente Urban Regeneration Program; PAC Historic Cities and Monumenta - from the historic sites of Torres Vedras (Portugal) and Olinda (Brazil). The
methodological strategy that will guide the research has qualitative and experiential approaches, with: the construction of a systematized theoretical-conceptual base on integrated conservation, urban rehabilitation, public policies for cultural heritage and social participation; case studies for the construction of a reference framework, with a focus on social participation in integrated urban rehabilitation; case studies in empirical universes, through a documentary survey and incorporated observation, aiming at aspects that approximate and distance discourse from practice; and, for the results and discussions, there is a crossing of the information found in the documentary research and in the incorporated observation. The contribution of this research concerns the expansion of the conceptual, referential and documentary framework, through critical reflection on the updating of the principles of integrated conservation, with a focus on popular participation and shared management.
