SUMMARY:

Evidenced by unbuilt, underutilized or unused real states, the speculative retention of urban voids aggravates the context of Brazilian socio-spatial inequality. In Natal, the current Master Plan is based on the concept of socio-environmental function - which aims to establish limitations to private property so that the rights arising from it are subject to collective and diffuse interests - and has the management instruments for its realization. However, despite nearly three decades of participatory construction of municipal urban legislation, few of these instruments are being applied and most are not regulated, which has been an obstacle for these urban voids to come to fulfill a social function. Thus, highlighting two of these instruments, there is the following research question "How can the urban voids of Natal be subject to the application of PEUC and Progressive Urban Property Tax in time, as urbanistic instruments for inducing urban development?" and as an object of study “The relationship between the urban voids of Natal and the application of PEUC and Progressive Urban Property Tax in time”. Therefore, this research has as general objective "Understanding the urban voids in Natal from the application of the PEUC and Progressive Urban Property Tax in time urbanistic instruments, in order to effect the fulfillment of the property's social function under the terms established in the 2007 Master Plan" and specifically intends to: 1. Conceptually discuss urban voids in the context of fulfilling the social function of property; 2. Investigate the application procedures of PEUC and Progressive Urban Property Tax in time in the context of the city of Natal; 3. Analyze the attributes of the urban fabric of the neighborhoods of Capim Macio, Ribeira and Rocas, highlighting the conditions of use of the properties; 4. Categorize the urban voids identified in the selected territorial fractions, relating them to the application of the studied instruments. Therefore, the study universe comprises portions of the Ribeira and Rocas neighborhoods, located in the central area of Natal, and the Capim Macio neighborhood, where there is an accentuated process of transformation of its territory due to the remarkable performance of the real estate market associated with the increased constructive density.
