SUMMARY:

The Cidade Alta neighborhood, located in Natal/RN, has been consolidating itself as one of the main leisure spots since 2018. Different groups, collectives, private associations and public authorities have been operating in the neighborhood, part of the historic center of Natal, transforming the public (and private) space through ephemeral interventions (parties, festivals, events, concerts, etc.) and permanente ones (projects and reforms) in the name of its “revitalization”. In the discourses and narratives that present the center as a “dead” space, strategies are revealed regarding the tendency towards the touristification process of historic centers through na identitarian urbanistic that makes use of their spatial qualities. On the other hand, there are also movements and collectives that act to promote exchanges carried out from the relationship of subjects with the space, promoting identity through daily practices. In this sense, the urban space seen as the locus of the dispute between the different, where the conflicts appear in the form of the struggle for space - understood as a space of restrictions, but also of freedom - are unveiled, leads us to the idea of the Right to the City of Lefebvre. The procedures developed focused on the search for an understanding of how the appropriation of public spaces in Cidade Alta points towards the use value based on the study of the relationship between the appropriation of public spaces and the Right to the City, from a Lefebvrian perspective. The investigation started from the hypothesis that the contradictions arising from the current interventions in the public spaces of Cidade Alta expose possibilities of space appropriation. In order to understand the present and the different purposes that guide the actions of the groups on the path of a possible future, the resource of open interviews was used to understand the perspective of those agents involved. Since the neighborhood is a commercial and historic center, it contains a multiplicity of agents historically consolidated, as well as being the stage for insurgencies and new forms of appropriation of public space in the city, any interventions can result in imbroglios since it’s a delicate area. Market culturalism allied to an identitarian urbanism guided by strategic planning that acts in order to establish a “differential” for the city, encourage other ways to visit this center. By increasing the flow of people towards the “leisure” center, consumption of the place is fostered through the construction of a place of consumption. Through "detour", the appropriations that preceded the revitalization projects were able to reintroduce the meaning of public space as a locus of encounter and differences, a privileged place of everyday life and of the possible, of exchanges that are oriented through the use value.
