SUMMARY:

The literature on the theme of Gentrification tends to correlate the actions of the public authorities in the revitalization of Historic Centers and the processes of Gentrification. This research aims to verify this relationship from a specific case by analyzing the influence of government programs for the requalification of Historic Centers (PAC Cidades Históricas and MONUMENTA) that were implemented in the city of Congonhas, in Minas Gerais. The city was chosen because it had a well-delimited Historic Center that was revitalized by the action of the public authorities. The questions that guide this research ask about which objective elements, of a physical-spatial, social, and economic nature, favor the processes of Gentrification of the Historic Center; and to what extent the interaction between the public power in the requalification and subsequent reoccupation of the Historic Center can result in the reproduction of gentrification processes and the change of the resident-historical center relationship such as observed in similar interventions. The hypothesis raised to answer these questions is that the actions of the public authorities in the revitalization of Historic Centers, VIA RULE, entail gentrification processes of these centers, unless certain specific and local factors interfere and/or act in an inhibiting form of Gentrification. The general objective of the research is to correlate the actions of the public authorities in the revitalization of the Historical Center of Congonhas-MG in the possible reproduction of Gentrification processes in the site and in the change in the relationship between the resident-Historic Center. Having as initial point the fundamental questions of the research and the defined hypothesis, we developed an inductive, descriptive, and explanatory or experimental research, in which we tried to identify and relate the independent and dependent variables, to answer the research questions presented and others that emerged during the research. The research was developed from the survey and analysis of the relevant and field bibliography, carried out in the Historical Center of Congonhas itself. The research found that, due to some particularities of the city, the Gentrification process did not occur specifically due to the interventions of the government, although some process of change in the profile of the population of the city was due to other factors. With this research, we hope to have contributed to the increase of scientific knowledge on the subject, as well as to the provision of new sources of information to other researchers and institutions.
