SUMMARY:

New rules on land tenure regularization came into existence in the current Brazilian scenario, with innovations in the procedures of notary registration, aiming at reducing bureaucracy and facilitating the titling and regularization processes. However, in addition to a mere legal change, this step represents a new moment for the Housing Policy of Social Interest with urban impacts not yet known. A reflection that leads us to question how the HIS Land Regularization projects in Natal change the price dynamics of the real estate market (formal and informal) of these lands and affect the conditions of permanence of low-income populations? In this perspective, we have as object of analysis the processes of land regularization in social housing in Natal and the effects on the price of land formalized in its dynamics of the local market. Therefore, as a major objective, seek to understand the impacts of the formalization of the communities of Natal / RN: Africa, Leningrad, Santa Clara and Emanuel Bezerra, in their respective informal real estate markets, and the effects on access to urbanized land by low-income families. . For this reason, this research is based on this problem theme, adding knowledge about Land Regularization by authors such as Edésio Fernandes (2002, 2007), Betânia Alfonsim (2005), based on the Informal Soil Market (MIS) analysis methodology by Pedro Abramo (2003, 2007, 2009). When we report land rent, we base ourselves on Jaramillo (2003, 2010), complemented by the understanding of the history of private property in Brazil by Roberto SMITH (2008) added to Piketty's concept of ownership (2020) and the discussion of land ownership. land and work by Marx (2007, 2011) and Engel (2007). This, in order to, at the end, make associations with the theories of understanding land income relating to the context of Brazilian cities, in order to reach discussions about the purpose of Land Regularization in HIS Areas and we can rethink the way it is currently carried out.
