SUMMARY:

The intensification of health and environmental problems in Juiz de Fora/MG at the end of the 19th century and in the first decades of the 20th century resulted mainly from accelerated expansion, rainfall and flooding, which fostered debates pertinent to insalubrity and mitigating actions on it.  Being the main economic center of the Zona da Mata Mineira, a confluence of factors propitiated the achievement of the ideal of modernization of the elites, breaking with their past, and potentiating the innovative character in front of other Brazilian municipalities. In a legal context for normatization, Juiz de Fora has equipped itself with legislation to regulate and discipline its changing space. Based on the hygienist/sanitary precepts incorporated in the "Urbanistic Legal Mechanisms", these instruments faced the modernization of the city and environmental obstacles. It is inferred that the Paraibuna River, a fundamental element for the choice of Juiz de Fora's position and which outlined its axis of expansion, became a "technological actor", and became the channel and potentiator of discussions, proposals and actions that put the ideals of urban health on the agenda. Thus, the circulation of several doctors and engineers in the political sphere facilitated the incorporation of sanitation concepts, which provided articulations for institutionalization of the sanitary issue, urbanistic plans, interventions and fostered the idea of urban planning in Juiz de Fora. This legislative apparatus resulted in the erasure of peculiar architectural sets and the imposition of rigid constructive rules, which marks the elitization of the central area and the beginning of socio-spatial segregation. In view of the above, it seeks to understand the performance of the hygienist/sanitary movement in the conformation of physical and spatial patterns through the analysis of the body of specific legal measures, urban plans and technical interventions to sanitize the urban space and modify the natural environment between 1887 and 1943, fostering discussions in the field of Urban Environmental History and Urban Historical Geography. The theoretical and methodological assumptions of "Envirotech" (PRITCHARD, 2011) are used to interpret the actions of technicians in structuring a landscape formed by the city and the river. The concepts of Urban/Social Agents are used to identify those responsible for building and determining urban morphology (CAPEL SAÉZ, 2013; CORRÊA, 1995, 2011). Historical Cartography and History of Cartography (GOMES, 2004; HARLEY, 1987, 1991; MENDONZA VARGAS; LOIS, 2009; MENDONZA VARGAS, 2014) provides subsidies for the understanding of the configuration of the territory and its physical planning, in compliance with the Regulation and Technology analysis categories (MOREIRA, 2017). The empirical basis is a detailed documentary survey, covering several newspapers, medical bulletins of the Sociedade de Medicina e Cirurgia de Juiz de Fora, urban plans, maps, legislation, standards.
