SUMMARY:

In the city of Natal/RN, about 7,378 lands and buildings makes the "Public Real Estate". These properties located in Natal belong to the Union, State of Rio Grande do Norte and the Municipality of Natal. On the urban space, it is verified that these properties have a notorious influence, being used to public house equipments and services. In addition, they have more relevance when they are seen as important market assets that may be unoccupied, assigned, used privately or even put up for sale on the market. This research aims to identify the current situation of use and occupation of public real estate assets located in Natal/RN, examining the influence that these properties have on the urban structure and dynamics of the city. The study is based on the general perspective of the land rent theory and considers the role of the State as a landowner. This organism acts usually as owner, user, offerer and tenant of real estate. In addition, a database will be prepared containing all federal, state and municipal public properties located in the city of Natal, making it possible to characterize the forms of use and occupation of real estate and to identify the spatial distribution and their consequences on urban land structure, especially with regard to the valuation of areas. Finally, the research intends to identify and analyze the market potential of public real state on the urban soil, verifying how the market agents evaluate the influence of this property for the other areas and what are the possible consequences of the alienation of public properties, both in the land and market perspective.
