RESUMO:

The research in progress aims to correlate the actions of the Government and of the private sector in the revitalization of the Historical center of Congonhas-MG and the process of gentrification resulting from these actions. The city of Congonhas-MG was chosen because it has a well-delimited historical center and has been revitalized by the action of the public administration and of the private sector, in which processes of gentrification and change in the relationship of residents with this space can be observed. The gentrification process can influence the relationship between city dwellers and historical centers as it makes access to certain locations and services which are restricted only to tourists or residents with greater purchasing power. The questions that guide this research are an attempt to find out which objective elements, of an urban, physical-spatial, social and economic nature, favor the processes of gentrification of the historical center; To what extent the interaction between the public administration and the private sector in the requalification and subsequent reoccupation of the historical center contributes to these processes; And what is the influence of the process of gentrification in the relationship of residents with the historical center of the city of Congonhas. Based on these questions, we established as our object of study the actions of the public administration and private sector in the processes of gentrification and as the universe of study the city of Congonhas, in Minas Gerais. The hypothesis raised to answer these questions is that the actions of the public authorities and of the private sector in the revitalization of the historic center of Congonhas-MG are the basis of a process of gentrification that ultimately creates a new model of relationship between the Residents and the revitalized space. The research’s general objective consists in correlating the action of the public administration and the private sector in the revitalization of the historical centers and their impacts on the gentrification of these centers, which manifests itself in a new model of relationship between the residents and this space. Having as a starting point the guiding questions of the research and the defined hypothesis, we will undertake an inductive, descriptive and explanatory or experimental research, in which we seek to identify and relate the independent and dependent variables, to answer the search questions presented and others that may arise during the research. This thesis will consist of a case study and the methodology adopted in this work will be divided into 2 stages: The Bibliographic and field research, the latter being undertaken in Congonhas historical center itself. The results which are expected from this research include a contribution in the improvement of scientific knowledge on the subject; publication of articles, research presentations and discussions, provision of new sources of information to other researchers and the promotion of academic exchange between institutions.
