RESUMO:

In this research, we investigate how urbanity conditions are affected by the way the parameters of land use and occupation are established in municipal urban codes, having the city of Natal, in the State of Rio Grande do Norte, Brazil, as our case study. Considering that spatial forms affect processes of use, appropriation and development of human activities on space (HILLIER and HANSON, 1984), we propose the construction of a morphological inventory that associates spatial patterns materialized in the city with the spatial form as intended by Master Plans, so as to demonstrate that the urban legislation has been, historically and successively, an element of strong hindrance of the best physical and morphological conditions stimulating urbanity. Urbanity conditions would be a result of the articulation between the morphological, physical aspects of the urban landscape and sociological aspects related to people’s use and appropriation of the space. This thesis focuses on the analysis of the physical structure of morphological elements. The first part describes the theoretical and methodological foundations for the investigation, indicating steps and procedures to be adopted in the Thesis as a whole. The second part presents the partial results of the pilot study in which the initial procedures of the thesis were applied in Ponta Negra district. The results have indicated better physical conditions of urbanity in the areas of Ponta Negra district whose consolidation was established before the institutionalization of Natal’s first Master Plans. In contrast, in areas where the spatial form was more affected by the urban parameters defined by the urban codes, the combination of morphological elements is more closely associated with what the literature has indicated as less favorable conditions to urbanity.
