RESUMO:

The debate about the city should occur to understand the new intra-urban structures to propose the urban reforms, mainly when it refer to the land use and occupation, tha access to services, the public infraestructure and the everyday life in the city, observing the citizen's usufruct to the city. In this sense, the city and the urban space has been suffering many intense transformations that are modifying and producing new areas, mainly regarding the gated community constrution, that are vertical format in the majority. This form of land use and occupation is being studied when its refer about housing, whereas the large amount housing units built like vertical format in the last years through the Federal Government Program entitled Programa Minha Casa Minha Vida - PMCMV. However, because of the businesses, there is no caution about the locations of the new lower husing units and the social-territorial impacts wich may occur in that places and in the beneficiaries's lives, when it talk about the relationchip whith the city. In this perspective, the country of Parnamirim located in the Metropolitan Region of Natal, in the Rio Grande do Norte state also suffered several transformations in the urban space, the most of them related to constrution of the condominiums of the PMCMV. Like this, the country of Parnamirim has excelled like a country that has been received a considerable amount of new housing units in the last years, mainly of the PMCMV. Thus, this research work has like an objective understanding the urban dynamics of the country of Parnamirim from the construtions of the condominiums from PMCMV of category 1, that has to be substantiated in the discussions about new urban centralities and the urban insertion. Therefore, it was necessary a perform an conceptual debate about centralities and urban insertion and the effects in the Parnamirim city; after this, identify the condominiums of the PMCMV (category 1) in the country of Parnamirim that were build since 2009; then, check if there is urban insertion in the condominiuns of the PMCMV (category 1) and that there are description of the new urban centralities, from the construtions of the new condominiums of the PMCMV; and finally, to discuss the urban insertion of this residencial condominuims, observing the locations of them whereas the urban infrasctruture and the access of the services and the trade. Thus, the research has been developing observing the condominiums PMCMV (category 1), analyzing how inserted it are in the urban dynamic of the country of Parnamirim from the perspective of Villaça (2001) that ponders like oportunity of the optimizations of the location. This analysis of the author there is no delimitation that can quantify this urban insertion. It is a concrete-abstract analysis that alows compare to each other and explain the quality of the access to services that are in the reach of the population. It contributes to the population does not need go through longer distances.
