RESUMO:

What is the legacy of INCRA for the production of agrarian reform habitat designs? In pursuit of this answer follows this thesis. The objective to consisted of the production of habitat of reform the exercise of state of project the contribution with its works in accruations rural of the country. The process of data analysis in “the last 30 years of the National Institute of Colonization and Agrarian Reform - INCRA the life of the settlers". Thus, within the context of transformations that modified the habitat and housing mode of the city, especially in the countryside - this understood as a space is not in the city, but complementary - have the habits of agrarian reform. From 1970 to 1985, through the policy of colonization, implemented the integrated colonization projects (PIC), using the Rural Urbanism for the design of habitats. Already in the last 30 years, we defined the habitat design for agrarian reform. This policy, however, does not prioritize the various sources after the 1988 Constitutional Assembly, despite its importance for its implementation. Comped with the most inherent differences in habitat issues - normative; financial and human resources; etc - INCRA continues to design, occupy and transform our territory. This is, therefore, it configures itself as a relation between the design of the habitat of the reform and a performance of the State. Objectives for the objectives, part of the regressive-progressive dialectical method, developed by Marx and developed by Lefebvre, and other postulates of the philosopher also as methodological, as well as the Borges (2002). The empirical field corresponds to the 286 rural settlement create by the national policy of reform of the situation in the territory of the RN in temporary clipping studied: 1985 to 2013. In this time ocurreded this federal government: Sarney (1985-1989); Collor (1990-1992); Itamar (1992-1995); FHC (1995-2002); Lula (2003-2010); Dilma (2011-2013). Thus, starting from the current practice of habitat design for agrarian reform in Brazil, the theoretical-conceptual framework is conceived: agrarian reform; habitat; habitat of agrarian reform and habitat design of agrarian reform. In order to carry out the practice of the State and the design of the habitat of agrarian reform and, later, the study of its production in the RN is carried out.
