RESUMO:

Pau dos Ferros reveals historical characteristics that refer to the formation and constitution of the first agglomerations in the middle of the 18th century in Rio Grande do Norte. The relation between the urban producers set up an unequal socio-spatial structure, loaded with meanings from the past. The coexistence of the Catholic Church with other social agents throughout the centuries contributes significantly to the accumulation of land problems in the way they present themselves today, lacking the historical reconstruction of this relationship for understanding and coping with this problem. The question of research is presented: How did the accumulation of the "Santa" lands consolidate in the constitution of Pau dos Ferros, considering the Law of Lands in the 19th century and the laws of urban land subdivision in the 20th century? In response it is inferred that: the ecclesiastical concentration of the land patrimony in the sertão was formed and consolidated through the secular maintenance of the land property domain, having in the earthly donations a significant material good whose main agent is immaterial, with strong ideological-religious appeal becoming an important vector of expansion and appreciation of urban land. In this way, the domain of the land patrimony of the orders and the particularities of the use, form and function of the urban soil in the process of structuring the city delimit the object of study. As a general objective, we intend to understand the materialization of the supremacy of the Catholic Church in the production of urban space and its relation with the modeling agents of the city in the sertão of the Potiguar, reconstructing historically the primitive accumulation of clerical lands that have merged in the present land structure in Pau dos Irons / RN. In turn, the specific objectives are to: 1 - Understand the role of determining agents such as the Catholic Church in the materialization and domination of the land patrimony pertinent to the constitution and transformation of the agglomerations in the sertão potiguar. 2 - To analyze the particularities (or influence) of the uses, form and function of urban land based on the Law of Lands in the 19th century and laws of subdivision in the 20th century, as a form of secular maintenance and valorization of urban land. 3 - To study the implications of land patrimony in the configuration of urban space. 4 - To point out historical elements for the understanding and confrontation of the problems of access to urbanized land as well as the urban land regularization, evidencing the legal and illegal city in Pau dos Ferros. The methodology brings the definition of historical periods reconstructing the cartography of the city, with a view to the understanding, consolidation and domination of land patrimony by the Catholic Church. As an expected result, the research contributes to the apprehension and confrontation of land issues and access to urbanized land as presented in the current context of the city of Pau dos Ferros reaching a wider universe in Brazil, especially in the northeastern backlands.
