RESUMO:

This thesis approaches the theme of environmental protection zones that affect and are affected by road projects inserted in metropolitan dynamics. The motivation for this theme was due to an observation on the occupation of Environmental Protection Zones (EPZ), in the city ofNatal, state of Rio Grande do Norte, by road projects defined in the scope of urban mobility politics, which, in a recurrent manner, implied in the suppression of relevant environmental attributes and in urbanistic transformations which conflicted with the environmental characteristics of this area. More precisely, it was identified in the 2000s that the EPZ 9 of Rio Doce, located in the northern zone of Natal, upon receipting fractions of the road project of restructuration of the Moema Tinoco da Cunha Lima avenue, generated social and environmental conflicts, both by the suppression of significant environmental attributes as well as the evidence of transformations in the use and occupation of the soil, which could compromise the objectives of protection of the EPZ. In face of this problem, the manner in how social and environmental attributes are considered in urban planning tools and in road projects that affect environmental protection zones was questioned. Considering empirical observation about social and environmental conflicts carried out mainly by the Public Ministry and/or civilian society, as well as studies developed on this theme, it was assumed as a presupposition that, although advances in the protection of EPZs in the field of territorial planning may be observed, the social and environmental aspects of those Zones are disregarded in the scale of the urbanistic project, with the recognition of their specificities not being checked neither in the road project nor in the process of social and spatial transformations driven by said project. This has notably resulted in impairing the protection objectives of EPZs as well as the successful implementation of urban mobility projects. Considering the above, the object of study that guides this thesis is delimited by the social and environmental attributes of EPZs related to road projects, legal framework and urban dynamics. The objective is to understand the approach of the social and environmental attributes of the EPZ 9 in the road project of the Moema Tinoco avenue, from the urbanistic dimension of the road project, urban and environmental legislation and transformations in the use and occupation of the soil in EPZ 9. In the conceptual field, the main references are the studies of Raquel Tardin, as support to the analysis of social and environmental attributes, and Jan Gehl, as a basis for the analysis of the road project in its urbanistic dimension. Concepts and analysis developed by the author Flávio Villaça support the analysis of urban dynamics and territorial transformations related to road projects, mainly considering the context of Brazilian urbanization. This thesis is structured in four chapters. In the first chapter, the conceptual discussion about environmental protection zones is presented, focusing on aspects of urban politics, environmental attributes and road projects. In the second chapter, social and environmental attributes of EPZ 9 are addressed by relating the road project of the Moema Tinoco avenue, from the morphological study, with emphasis in the study of urban evolution during the periods of 1980 and 2017, as well as legal conditionings. The third chapter focuses on the analysis of the social and environmental attributes of the EPZ 9 related to the road project of the Moema Tinoco avenue in the present, considering data from 2014 to 2017. In conclusion, the fourth chapter discusses the presupposition of this thesis, whose confirmation is demonstrated through the manner in which the social and environmental specificities of the EPZ 9 were disregarded in the road project of the Moema Tinoco avenue, influencing processes of transformation of urban and environmental dynamics contrary to the protection objectives of the EPZ and defining hindrances in the process of implementing of said project.
