RESUMO:

Answering to the aging of its population and as an political strategy to the demand for habitations of this group, the Government of Paraíba is implanting, in a variety of cities, an elderly exclusive closed public housing developments: the Condominiums Cidade Madura (CCM). Destined to people above 60 years and maximum payment range of three minimum salary, the condominiums are usually implanted on the outskirts of medium or large sized cities. An inicial look on those institutions produced the question that was the starting point of this reach: Is this model adequate to its target public? What impacts it represents on the elderly’s life? How do its users/residents see the program and the condominium in which they live? Answering, temporarily, these questions, this work’s hypothesis considers that the  public policy of Paraíba in this field need to be reviewed, because, regardless of the living guarantee to the needy elderly, the closed public horizontal condominiums show problems that may reflect in difficulties to the development of daily users’ activities, bringing disorders to its residents. Therefore, the main goal of this study is to evaluate the impacts/effects of the living in the Condominiums Cidade Madura (Paraíba) concerning the elderly residents, to discuss its implementation as an public policy in this field. In order to achieve that, the empirical activitie will take place on the Cidade Madura condominiums of João Pessoa, Campina Grande, Souza and Cajazeiras, in Paraíba. Methodologically, besides the bibliographic study and documental analysis, the tesis will use the empirical activities through case study approaching multi methods – confronting the technical analysis of the researcher (obtained by spacial sintaxe and vistory) with the users’ point of view (questionaries, focal group) –, in order to understand how the elderly people live on CCMs and, finally comprehend if these consolidate itselfs as an consistent public policy for the area.
