RESUMO:

The overall objective of this research is to analyze the practice of producing the habitat design of agrarian reform carried out by the State in order to contribute to its performance in rural settlements in the country. Within the context of transformations that have modified the society’s way of habitat and habitar, especially in the countryside, this understood as a space not opposed to the city, but complementary, there are the habitats of agrarian reform. In relation to the responsibility for the initial steps in the production of the physical space’s design (planning and conception; demarcation of physical space and implementation of basic infrastructure), the Brazilian State operate’s happens through the Ministry of Agrarian Development (MDA), in the figure of the National Institute of Colonization and Agrarian Reform (INCRA). This one, created in 1970, has since been designing the Brazilian territory. From 1970 to 1985 through the colonization policy, it created the integrated colonization projects (PIC), using the Rural Urbanism for the design of its habitats. In the last thirty years, it has been limited to the design of the agrarian reform habitat. This policy hasn’t been priority for the various post-Constituent governments of 1988, although the conflicts and struggles of the social movements for its effectiveness. In this way, without specific norms and professionals qualified for the issues of habitat, they continue to desiging, occupying and transforming our territory. Therefore, makes this question: What is the legacy of INCRA about the production of the habitat design for agrarian reform? By hypothesis believes that "in the last 30 years the production of INCRA about the design of the habitat of reform of agrarian reform in our country aswered more quantitatively than qualitatively, have seen that the habitats implemented don’t serve the regional development of their settlements, neither the conditions of daily life". This thesis under construction is the relationship between the design of the habitat of agrarian reform and the State’s performance. In order to attain the proposed objectives, one starts from the regressive-progressive dialectical method, created by Marx and developed by Lefebvre. Other postulates of this philosopher also are methodological’s reference. The empirical field corresponds to the rural settlements created by the national policy of agrarian reform situated in the territory of the RN. For its delimitations, there are: the Sectorial Cut as the rural settlements of the RN, which INCRA / MDA is the unique responsible for the production of the habitat design; The spatial cut limited to the habitat of 01 rural settlement of each of the six periods of the federal government comprised in the temporal cut (1985 to 2013). Like this, starting from the current situation of the production of the habitat design of agrarian reform in Brazil, the theoretical-conceptual reference is conceived: habitat; agrarian reform; Habitat of agrarian reform and habitat’s design of agrarian reform. In sequence, to approach about the State and the design of the habitat of agrarian reform, and to make the study of the production’s practice in the spatial cut (6 Relevant experiences), its about of: i) the design process of the design and ii) Drawing, following a procedure outlined in six phases. Finally, there is a cross between: the concepts studied; the approach about the State and the design of the agrarian reform habitat; and the result of spatial cut analysis. The hypothesis is verified, from the proposed objectives, arriving at the answers to the problem question and pointing out possibilities for the State to optimize its policies and management for the design of the agrarian habitat.
