RESUMO:

Several Brazilian cities are facing problems regarding landslides in risk areas, and in some cases facing, including damage related to material goods and people deaths. The city of Natal / RN, entered the national problem, elaborates in 2008 its Municipal Plan for Risk Reduction (PMRR) which has a mapping, delineation of areas and the various existing risk categories. This mapping, guided by the methodology of the Ministry of Cities (2003) and the Institute for Technological Research (ITR), identified 74 risk areas, most occupied by informal and precarious settlements in the four areas of the city in order to prevent environmental disasters through the control and management occupations. Despite the plan to direct the management and prevention of risks, it does not have an in-depth study about the use of configurations and occupation of these areas correlated with the categories and identified risk events; what to Sonia Afonso (1999) is something of utmost importance to the management, control and development of urban projects more compatible to conflict resolution. Among the areas defined in the Plan, there is the Mãe Luiza neighborhood, study universe, with four areas of risk of landslides / occupations especially in wet periods. That context, the research proposed in addition to the development of urban environmental study areas, identify institutional compliance with the prevention and control, delimited by PMRR (2008). The study of socio-spatial dynamics in each neighborhood of the areas identified actions that have contributed to the occurrence of different types of risk to the occupation. Looked up, a thorough understanding of the risk areas, even though a recent topic of discussion in the country, which contributed to the establishment of parameters compatible with management, risk control and decision making peculiarities and priority to the neighborhood.
